CHIP, the Children’s Health Insurance Program, was created to help States insure low-income children who do not qualify for Medicaid but who cannot afford private insurance.

As defined by the Department of Labor, it requires an “employer that maintains a group health plan in a State that through a State Medicaid plan provides support in the form of premium assistance towards coverage under a group health plan, to make certain disclosures to plan participants.”

The employer must also provide special enrollment opportunities for qualified employees and their dependents.
